<p>After an investigation by the Competition Commission of India (CCI) into allegations made by Indian startups regarding Google&#8217;s in-app billing system, <a href="https://www.gizmochina.com/tag/google/" target="_blank" rel="noreferrer noopener">Google</a> has announced that it will take measures to ensure the fair application of its Google Play payments policy in India. The company stated that it is fully compliant with the CCI&#8217;s October 2022 order and will expand its user choice billing to all developers in the country.</p>

<div class="wp-block-image"><figure class="aligncenter size-full"><img loading="lazy" width="970" height="546" src="https://www.gizmochina.com/wp-content/uploads/2023/05/Google-Play.jpg?x44794" alt="Google Play" class="wp-image-537679" srcset="https://www.gizmochina.com/wp-content/uploads/2023/05/Google-Play.jpg 970w, https://www.gizmochina.com/wp-content/uploads/2023/05/Google-Play-300x169.jpg 300w, https://www.gizmochina.com/wp-content/uploads/2023/05/Google-Play-768x432.jpg 768w, https://www.gizmochina.com/wp-content/uploads/2023/05/Google-Play-696x392.jpg 696w, https://www.gizmochina.com/wp-content/uploads/2023/05/Google-Play-746x420.jpg 746w" sizes="(max-width: 970px) 100vw, 970px" /></figure></div>

<h2>Google India Notifies Developers to Choose from 3 In-App User Choice Billing Options</h2>

<p>In response to the allegations, Google emphasized that its payments policy adheres to the CCI&#8217;s order. The company also defended the fees it charges developers, stating in a blog post that the rates are 15% or lower, which are the lowest rates among major app stores. Furthermore, Google highlighted that the fee is reduced by an additional 4% if users opt for alternative billing systems, acknowledging that Google Play&#8217;s billing system was not utilized.</p>

<div class="wp-block-image"><figure class="aligncenter size-full"><img loading="lazy" width="514" height="630" src="https://www.gizmochina.com/wp-content/uploads/2023/05/google_play_service_fee_structure.png?x44794" alt="Google Play service fee" class="wp-image-537680" srcset="https://www.gizmochina.com/wp-content/uploads/2023/05/google_play_service_fee_structure.png 514w, https://www.gizmochina.com/wp-content/uploads/2023/05/google_play_service_fee_structure-245x300.png 245w, https://www.gizmochina.com/wp-content/uploads/2023/05/google_play_service_fee_structure-343x420.png 343w" sizes="(max-width: 514px) 100vw, 514px" /></figure></div>

<p>Developers in India now have three billing options available: using <a href="https://www.gizmochina.com/2023/05/03/google-play-store-35-5-14-android/" target="_blank" rel="noreferrer noopener">Google Play&#8217;s</a> billing system, offering an alternative billing system alongside Google Play&#8217;s, or providing access to paid content through external means without any service fee.</p>

<p>Google noted that the majority of developers worldwide have already chosen one of these options. In India, the company will take steps to ensure that developers who have not implemented one of these choices comply with the policy, as the deadline for implementation has passed.</p>

<p>Previously, the <a href="https://www.gizmochina.com/2022/10/21/google-fined-rs-1337-76-crore-162-million-for-anti-competitive-activities-in-india-by-cci/" target="_blank" rel="noreferrer noopener">CCI had fined Google Rs. 1337.76 crores</a> for abusing its dominant position in the <a href="https://www.gizmochina.com/tag/android/" target="_blank" rel="noreferrer noopener">Android</a> ecosystem. The order also required <a href="https://www.gizmochina.com/category/google/" target="_blank" rel="noreferrer noopener">Google</a> to enable users to uninstall first-party apps from their Android devices and cease imposing exclusivity clauses on device manufacturers.</p>

<p>India&#8217;s antitrust watchdog, the Competition Commission of India (<a href="https://www.gizmochina.com/tag/cci">CCI</a>) has opened an investigation into allegations about Google using its dominant position as an app store to promote its payment service in the country.</p>
<p><img loading="lazy" class="size-full wp-image-295577 aligncenter" src="https://www.gizmochina.com/wp-content/uploads/2019/12/GOogle-logo.jpg?x44794" alt="Google" width="764" height="600" srcset="https://www.gizmochina.com/wp-content/uploads/2019/12/GOogle-logo.jpg 764w, https://www.gizmochina.com/wp-content/uploads/2019/12/GOogle-logo-300x236.jpg 300w, https://www.gizmochina.com/wp-content/uploads/2019/12/GOogle-logo-696x547.jpg 696w, https://www.gizmochina.com/wp-content/uploads/2019/12/GOogle-logo-535x420.jpg 535w" sizes="(max-width: 764px) 100vw, 764px" /></p>
<p>Now, CCI will be reviewing the claims of whether the tech giant prominently promotes its payment service named Google Pay during the setup of an <a href="https://www.gizmochina.com/tag/android">Android</a> smartphone and if Play Store’s billing system is designed “to the disadvantage of both i.e. apps facilitating payment through UPI, as well as users.”</p>
<p>The complaint against Google alleges that the Play Store’s billing system favors the Google Pay app and the in-app purchases for apps downloaded through Play Store are also mandated to support <a href="https://www.gizmochina.com/tag/google-pay">Google Pay</a> service &#8220;if they want to be listed on the Play Store&#8221; and are required to pay a &#8220;high commission&#8221; for the same.</p>
<p>In response to this, the company has told CCI that Android is not dominant in the Indian market as it faces significant competition from feature phone operating systems as feature phones now come with functions and performance that attributes to a smartphone.</p>
<p style="text-align: center"><span style="color: #ff0000"><strong>EDITOR&#8217;S PICK: </strong></span><a title="Huawei to sell Honor for $15 billion to Digital China and Shenzhen government: Report" href="https://www.gizmochina.com/2020/11/10/huawei-sell-honor-15-billion-shenzhen-digital-china/" rel="bookmark"><strong>Huawei to reportedly sell Honor for $15 billion to Digital China and Shenzhen government</strong></a></p>
<p>The search engine giant also says that its 15 percent and 30 percent service fee is not arbitrary and is market-based, legitimate, and pro-competitive as it covers third party fees and supports investments in Play Store, including resources for developers.</p>
<p>For those who are unaware, Google Pay was launched in India around three years back but at that time, the service was called <a href="https://www.gizmochina.com/2017/09/18/google-tez-upi-based-mobile-payments-app-launched-easy-use-interface/">Google Tez</a>. Currently, Google Pay is the second-largest online payment service in India, slightly behind Walmart&#8217;s PhonePe.</p>
<p>Apart from this investigation, the company is also facing two other antitrust inquiries in the Indian market which includes allegations about abusing its<a href="https://www.gizmochina.com/2020/10/08/google-india-antitrust-smart-tv/"> dominance of Android in the Smart TV market</a> and another regarding its dominance of Android in the mobile market.</p>
