<p>Samsung has announced plans to invest a massive $230 billion in South Korea over the next two decades to build the world&#8217;s largest chip factory. The move is aimed at boosting the country&#8217;s chip industry and expanding tax breaks and support for high-tech sectors like chips, displays, and batteries. Here are the details&#8230;</p>



<h2><strong>Samsung Electronics to invest $230 bln through 2042 in South Korea for World&#8217;s Largest Chip Factory</strong></h2>



<p>As part of this investment, Samsung will add five chip factories that will attract up to 150 materials, parts, and equipment makers, fabless chipmakers, and semiconductor research and development organizations near Seoul. The South Korean government will also invest 25 trillion won over five years for research and development in strategic technologies like artificial intelligence, while providing about 360 billion won to develop chip packaging and about 100 billion won in electricity and water infrastructure this year for industrial complexes.</p>

<p>This investment is in response to other countries taking steps to bolster their domestic chip industries, such as the United States&#8217; CHIPS Act, which offers billions of dollars in subsidies for chipmakers investing in the country. Samsung&#8217;s investment plan will strengthen South Korea&#8217;s position in the global semiconductor industry, and help the country become a major player in the non-memory chip field. This is important for the country as it seeks to improve supply-chain stability and become self-sufficient in key technologies.</p>



<p>Samsung&#8217;s investment plan also includes several of its affiliates, including Samsung Display, Samsung SDI, and Samsung Electro-Mechanics. These companies plan to invest 60.1 trillion won over the next 10 years in regions outside the Seoul metropolitan area to develop chip packaging, displays, and battery technology. This move will help to diversify the country&#8217;s technology manufacturing base and expand its reach beyond Seoul.</p>

<p>The city of Taylor and Austin are the two locations and now one of them, Taylor, is planning to offer extensive property tax breaks if it is chosen by the South Korean tech giant for the chip plant, <a href="https://www.reuters.com/technology/texas-city-offer-samsung-large-property-tax-breaks-build-17-bln-chip-plant-2021-09-06/">reports Reuters</a>.</p>

<p>The new plant by Samsung for <a href="https://www.gizmochina.com/tag/chip-manufacturing">manufacturing chips</a> is worth around $17 billion and is set to create 1,800 new jobs. The company has also said it is looking at other potential sites in Arizona and New York but other potential sites have not yet disclosed planned tax breaks.</p>
<p>A proposed resolution posted on the Taylor city&#8217;s website shows that for the land Samsung will use, it is set to be offered a grant equivalent to 92.5% of assessed property tax for 10 years, 90% for the following 10 years, and then 85% in the 10 years after that.</p>
<p>Apart from that, a 92.5% tax waiver on new property built on the site for 10 years and the repayment of development review costs is also a part of the plan. The proposed resolution will be considered this week by Taylor City Council and Williamson County Commissioners.</p>
<p>For those who are unaware, Taylor is located around 25 miles away from Austin and is about 1,187.5 acres in size, much bigger than the Austin site. Samsung last year purchased more than 250 acres in Austin, which is in addition to the 350 acres it owns that includes its sole U.S. chip <a href="https://www.gizmochina.com/tag/factory">factory</a>.</p>
<p>If the location is finalized by Samsung, then work on this new plant should start by the first quarter of next year with a production commencement target of end-2024. We&#8217;ll just have to wait and watch to know which city <a href="https://www.gizmochina.com/tag/samsung">Samsung</a> finally decides to set up its new plant.</p>

<p>According to <a href="http://www.thelec.net/news/articleView.html?idxno=2479" target="_blank" rel="noopener noreferrer"><em>TheElec</em> </a>report, the suspension of the chip plant was caused by major power outages in the region, which was due to the cold wave that hit North America recently. The Austin plant is responsible for manufacturing chips used in the South Korean tech giant&#8217;s flagship handsets that it sells in America. Furthermore, this site is also the one that produces display driver IC for organic light emitting diode (OLED) panels, which are used by Apple for its latest iPhones.</p>
<p>Notably, the chip plant has a production capacity of 20,000 wafers per month. Usually, the company stocks up a month and a half of inventory for components, so that they won&#8217;t be affected by any short term suspension of production. However, the Austin site halted operations around two weeks ago. In other words, if it takes too long to restart operations, this may eventually affect smartphone production as well.</p>

<p>As per sources close to the matter, it would take around two months for the plant to restarting production at its usual pace. This means that the company will have until mid April to have the production reach normal levels before it starts to affect its smartphone production. Additional sources from within the company&#8217;s supply chain have also added that Samsung is expected to ship around 30 million units of the <a href="https://www.gizmochina.com/tag/galaxy-s21/" target="_blank" rel="noopener noreferrer">Galaxy S21</a> series, which is around 15 percent higher than its predecessor. But with the halting of its Austin chip plant, this could be lowered to around the high 20 million units.</p>

<p>Previously, Samsung Electronics had already sent 200 engineers to the Xian plant last month. Furthermore, the new workers being sent to China will be exempted from the mandatory 14 days of isolation. This is made possible through the new &#8220;fast-track&#8221; entry, which was approved between South Korea and China. Although, these workers will be quarantined for at least three days and testings to ensure there are no positive infection cases being brought in.</p>

This plant makes 3D NAND flash memory and is set to receive an additional 8 billion US Dollars in funding for further expansion. Additionally, the company is also looking to grow its presence in the chip foundry industry to rival the industry giant, TSMC. This will have it reduce its own reliance on its memory department and open up other opportunities in the semiconductor market.</p>

<p><span style="font-weight: 400;">Samsung, in a statement, revealed that one of its workers at a foundry fab (chip manufacturing facility) in Giheung, Korea had tested positive for the </span><a href="https://www.gizmochina.com/tag/COVID-19"><span style="font-weight: 400;">COVID-19</span></a><span style="font-weight: 400;"> virus. Thus, as a safety precaution, the firm has isolated all the people who were in close contact with that employee. It has even closed the work area of the positive employee for disinfection.</span></p>
<p><span style="font-weight: 400;">Despite this, the South Korean tech giant confirmed it won&#8217;t affect the output of this particular chip factory as other cleanrooms/work areas are in continuous operation. Also, this person is the first and the only Samsung chip factory worker to have caught the virus for now.</span></p>
<p><span style="font-weight: 400;">Earlier this month, another chip factory of Samsung in Hwaseong, Seoul </span><a href="https://www.gizmochina.com/2020/03/09/samsung-chip-plant-fire/"><span style="font-weight: 400;">caught fire</span></a><span style="font-weight: 400;"> but with no casualties. Even at that time, the company stated the production to remain unaffected. However, disruption of supply chain and other factors caused by the COVID-19 pandemic have led the conglomerate to </span><a href="https://www.gizmochina.com/2020/03/27/samsung-and-lg-employees-will-receive-a-lower-pay-raise-in-2020-due-to-covid-19-pandemic/"><span style="font-weight: 400;">reduce pay raise</span></a><span style="font-weight: 400;"> for its employees this year.</span></p>
