As expected, Xiaomi has revamped its bootloader unlocking process in 2025, tightening regulations to address growing security concerns and the declining popularity of custom ROMs. The new rules, effective January 1, 2025, emphasize stricter timelines, single-device limitations, and a rigorous approval process.

Key Changes in the 2025 Policy

Under the updated framework, users must now complete the entire unlocking process – quiz, registration, application, binding, and unlocking on the same device. Additionally, once eligibility is granted, users have only 14 days (336 hours) to complete the process. Missing this window voids the permission, which cannot be extended or reissued.

Another major change is the reduction in device limits. Previously, users could unlock up to three devices within the validity period. The new policy restricts this to just one device per Xiaomi account, reinforcing the company’s shift toward tighter control over post-unlock scenarios.

The application process has become more demanding. Users must pass a challenging quiz designed to screen non-experts and ensure only experienced developers proceed. Identity verification has also been enhanced, requiring real-name authentication and strict adherence to account-device pairing. Misuse of permissions, such as unlocking devices for others, could lead to permanent account suspension or legal repercussions.

Xiaomi highlights that unlocking the bootloader may expose devices to security vulnerabilities and is discouraged for casual users. It also notes that locked bootloaders are mandatory for receiving Xiaomi HyperOS updates. To further streamline the process, Xiaomi has restricted unlocking permissions to retail devices sold in mainland China, with separate policies governing international markets.

By implementing these measures, Xiaomi aligns with the industry’s cautious approach to bootloader unlocking, emphasizing user security while catering to the diminishing demand for custom ROMs.
