<p>According to an <a href="https://economictimes.indiatimes.com/industry/telecom/telecom-news/huawei-india-ceo-seeks-level-playing-field-in-india-urges-govt-to-have-an-open-policy/articleshow/88298728.cms" target="_blank" rel="noopener noreferrer"><em>Economic Times</em></a> report, the Chinese tech giant&#8217;s India CEO, David Li, has asked the Indian government to have an &#8220;open policy&#8221; to welcome global telecom based firms. The executive stated that &#8220;I believe India should have a more open policy and should also welcome all the global players to contribute in this journey. This global collaboration will not only give a faster 5G deployment, more cost effective, faster roll-out and higher efficiency, and also will bring more user cases and good experience to make this 5G journey more proactive.&#8221;</p>
<p>As of right now, the telecom equipment maker has already setup 4G networks for <a href="https://www.gizmochina.com/tag/airtel/" target="_blank" rel="noopener noreferrer">Bharti Airtel</a> and <a href="https://www.gizmochina.com/tag/vodafone/" target="_blank" rel="noopener noreferrer">Vodafone Idea</a>, two telecom service providers that operate in India. But despite its presence in the region, the company&#8217;s equipment is being slowly replaced by other rival vendors as the country moves towards 5G networking standards. But while 5G trials are already under way, <a href="https://www.gizmochina.com/2021/06/22/huawei-zte-ban-telecom-government-portals-india/" target="_blank" rel="noopener noreferrer">Huawei and ZTE have been left out</a>.</p>

<p>Thus, the Huawei India CEO said that &#8220;We also have a very huge incumbent network. Network is more like an asset to society as well as the responsibility and also moving forward I believe, we have a deep understanding of Indians towards challenges in terms of digitization and digital transformation. So, we definitely can play a very important role and we can contribute a lot to India. In this regard, we are seeking a level playing field for the Indian market.”</p>
<p>For those unaware, telecom operators like <a href="https://www.gizmochina.com/tag/reliance-jio/" target="_blank" rel="noopener noreferrer">Reliance Jio</a>, Bharti Airtel, and Vodafone Idea are currently testing 5G trials in India with their equipment suppliers like <a href="https://www.gizmochina.com/tag/nokia/" target="_blank" rel="noopener noreferrer">Nokia</a> and <a href="https://www.gizmochina.com/tag/ericsson/" target="_blank" rel="noopener noreferrer">Ericsson</a>. The government is seeking to begin commercial 5G roll out by the second quarter of next year.</p>

<p>As per the announcement, the test would have both brands conduct a 5G standalone lab trial, which would have the Note 11T 5G go though various scenarios to ensure it offers users an &#8220;enhanced&#8221; 5G experience. For those unaware, the upcoming Note 11T 5G is the company&#8217;s latest offering in the Indian market that will arrive with support for 7 bands including SA (n1/ n3/ n5/n8/ n28/ n40/ n78) and NSA (n1/n3/n40/n78).</p>

<p>For those unaware, plans for the <a href="https://www.gizmochina.com/2021/11/10/india-delay-5g-auction-telecos-6-month-trial-extension/" target="_blank" rel="noopener noreferrer">5G auction in India has been delayed for another six</a> months. This arrives as brands like Jio, Airtel, and Vodafone Idea to get an extension for their trials. Talking about the device itself, Note 11T 5G will sport a <a href="https://www.gizmochina.com/tag/dimensity-810/" target="_blank" rel="noopener noreferrer">MediaTek Dimensity 810</a> SoC, which is an octa core processor that clocks at 2.4GHz and is based on the 6nm process. It sports a 6.6 inch FHD+ panel with 2400×1080 resolution, 90Hz refresh rate, and 240Hz touch sampling rate. Notably, it also the one of the first Note series device to have access to 7 bands, and will launch in the country on 30th November 2021.</p>

<p>Notably, the 5G trials also used the <a href="https://www.gizmochina.com/tag/oppo-reno-6-series/" target="_blank" rel="noopener noreferrer">Reno6 series</a> of smartphones from the Chinese tech giant. The devices were chosen specifically for their ability to interface with a wide variety of 5G networks, with the <a href="https://www.gizmochina.com/product/oppo-reno6-pro-5g/" target="_blank" rel="noopener noreferrer">Reno6 Pro</a> supporting 11 5G bands and the <a href="https://www.gizmochina.com/product/oppo-reno6-pro-5g/" target="_blank" rel="noopener noreferrer">Reno6</a> being equipped with 13 5G bands. These trials also mark a notable milestone in India&#8217;s 5G roadmap as the rest of the trials in the region were only for NSA (non standalone) networks. The trial had the handset complete a WhatsApp video call over a 5G network.</p>
<p>For those unaware, NSA networks use the existing 4G infrastructure to boost 5G connectivity. On the other hand, SA networks utilizes 5G hardware/infrastructure exclusively. This lab has been crucial in the company&#8217;s 5G related patents.</p>

<p>According to a <a href="https://www.techradar.com/in/news/jio-begins-5g-trials-in-mumbai-with-indigenous-equipment" target="_blank" rel="noopener noreferrer"><em>TechRadar</em> </a>report, the Indian telecom giant had applied for conducting 5G trials in Gujarat, Mumbai, Delhi, and Hyderabad. The report added that the company will apparently be using its proprietary technology for its 5G trials in Mumbai. However, Jio would be teaming up with <a href="https://www.gizmochina.com/tag/ericsson/" target="_blank" rel="noopener noreferrer">Ericsson</a> for Delhi trials, while its Pune trials will have it worth with <a href="https://www.gizmochina.com/tag/nokia/" target="_blank" rel="noopener noreferrer">Nokia</a>. Similarly, the field testing for Gujarat will have the company join hands with <a href="https://www.gizmochina.com/tag/samsung/" target="_blank" rel="noopener noreferrer">Samsung</a> as well.</p>
<p>Back in May 2021, the Indian Department of Telecommunications (DoT) had allowed telecom operators to conduct six month long trials for the use and application of 5G technology in India. The agency had allocated 5G trial spectrums in 700MHz, 3.2 to 3.6GHz, and 24.25 to 28.5GHz bands to Airtel, Jio, and Vodafone Idea to develop the next generation of networking technology. Notably, Reliance Jio would be using its standalone 5G architecture for its trials. This includes testing of core and radio networks for peak speeds, latency, and data loads as well.</p>

<p>The company also added that it would be using both mid and mmwave bands along with its standalone architecture for 5G trials in Mumbai. Earlier this year, the carrier stated that &#8220;Indigenously developed 5G Radio integrated with Jio’s 5G Core Network and 5G Smartphones have achieved over the air throughputs in excess of 1 Gbps. In-house Massive MIMO (multiple input and multiple output) and indoor 5G small cell are under advanced stages of development.&#8221; More news regarding its 5G services is expected to be revealed at its Reliance Industries&#8217; AGM on June 24, alongside the launch of its 5G Phone.</p>

<p>According to a <a href="https://www.bbc.com/news/business-56990236" target="_blank" rel="noopener noreferrer"><em>BBC</em> </a>report, the two Chinese tech giant were not mentioned in the list of firms approved for 5G trials by the ministry, although, they were not banned from supplying 5G equipment to carriers. At the moment, India is the second largest smartphone market in the world, making it a key region for both the smartphone and mobile networking market. Other major carriers include, <a href="https://www.gizmochina.com/tag/reliance-jio/" target="_blank" rel="noopener noreferrer">Reliance Jio</a>, <a href="https://www.gizmochina.com/tag/airtel/" target="_blank" rel="noopener noreferrer">Bharti Airtel</a>, and Vodafone Idea, along with the State owned MTNL.</p>
<p>The Indian government&#8217;s Press Information Bureau stated that each company &#8220;will have to conduct trials in rural and semi-urban settings also in addition to urban settings so that the benefit of 5G Technology proliferates across the country and is not confined only to urban areas.&#8221; Furthermore, the government has yet to announce any official bans of the Chinese telecommunications based firms that already supply networking equipment to other carriers in the region.</p>

<p>However, the companies might face further scrutiny due to frictions between China and India. In other words, this could potentially mark India as the latest country that locks out both the firms. Previously, the local government had announced that it would make a &#8220;trusted&#8221; sources for telecom equipment as a part of its new security directive. So, there is still a chance of both firms being banned from the list of suppliers.</p>

<p>According to a <a href="https://telecom.economictimes.indiatimes.com/news/huawei-exploring-joint-venture-partnership-with-indian-company-to-transfer-telecom-tech-for-5g-india-ceo/81397301" target="_blank" rel="noopener noreferrer"><em>TelecomNews</em> </a>report, the Chinese tech giant is willing to bring 5G equipment manufacturing to India, alongside another Indian company. For those unaware, Huawei is a major telecom equipment maker, and one of the leaders in 5G networking. Thus, the company&#8217;s official even asked the Indian government to provide a &#8220;level playing field.&#8221;</p>
<p>As per Huawei India CEO, David Li, &#8220;We are now very much open and willing to partner with a local company. We are looking for a local partner and for commercial reasons, we don’t want to disclose any details. We can bring our software or hardware modules and enable a (local) partner to manufacture equipment.” Furthermore, the senior executive also asked the Indian government to clear the uncertainty regarding Huawei&#8217;s participation in the 5G trials.</p>

<p>Li has called on the Indian government to clear the uncertainty regarding the company&#8217;s participation in the region, asking the government to consider its &#8220;clean&#8221; record of the last 20 years in the country. He further added that &#8220;It is uncertain now… The government wants to address security concerns, but that should be based on facts and global standards. We hope the Indian government will give us a level playing field to participate in the (5G) trials.”</p>

<p>For those unaware, clashes along the Indo-China border in recent months have left both sides wary of another, with the Indian government already taking action by <a href="https://www.gizmochina.com/2020/06/29/indian-government-bans-59-chinese-mobile-apps-including-tiktok-uc-browser-and-wechat/" target="_blank" rel="noopener noreferrer">banning Chinese apps</a> and <a href="https://www.gizmochina.com/2020/07/03/brands-disruption-operation-india-holds-chinese-imports/" target="_blank" rel="noopener noreferrer">stopping shipments</a> as well. Furthermore, the government will also be applying amendments to its investment rules on 23rd July 2020 to restrict bidders from nation it shares land borders with, due to national security reasons, as per a <a href="https://www.bloomberg.com/news/articles/2020-08-13/china-s-huawei-zte-set-to-be-shut-out-of-india-s-5g-trials" target="_blank" rel="noopener noreferrer"><em>Bloomberg</em> </a>report.</p>

<p>At the moment, the Indian Ministry of Communications will restart its pending discussions regarding approvals for 5G trials by private companies like <a href="https://www.gizmochina.com/tag/airtel/" target="_blank" rel="noopener noreferrer">Bharti Airtel</a>, <a href="https://www.gizmochina.com/tag/reliance-jio/" target="_blank" rel="noopener noreferrer">Reliance Jio</a>, and Vodafone Idea, which were delayed due to the nationwide lockdown caused by the <a href="https://www.gizmochina.com/tag/coronavirus/" target="_blank" rel="noopener noreferrer">Coronavirus</a> pandemic. The government is also actively trying to dissuade carriers from buying Chinese equipment.</p>

But, the recent friction of the geopolitical relations between India and China has brought about strict rules. Reportedly, the Intelligence Bureau (IB) is against remote access from a foreign land and data storage overseas. This would make operations in the region difficult for both Huawei and ZTE.</p>

<p>In other words, if the Government doesn&#8217;t ease its stance on the matter, the 5G trials might not follow through. For those unaware, foreign telecom firms have their hubs located overseas, through which they oversee the network and fix any issues in the system. According to experts, no vendor would want to relocate hubs to a remote location, especially for 5G trials since India has yet to auction the 5G spectrum at the moment.</p>

<p>Additionally, 5G enabled handsets aren&#8217;t available in India either, so bringing local data storage or relocating remote access servers doesn&#8217;t seem like a possible outcome. Notably, the Indian government has yet to give the final verdict on whether Huawei or ZTE would be allowed to participate in the 5G trials in the first place. <p>According to a new report, Huawei will team up with Bharti Airtel for the first 5G trials in Bangalore, alongside testing in Delhi with Vodafone. The telecom firms have already submitted the applications, as per an anonymous source. On 31st December 2019, the Indian Government had initiated the process of rolling out 5G network in India and had met various operators and vendors for the same. As per the road map, the early trials will take place during January and March of 2020.</p>

<p>Furthermore, the last date to submit an application for the trials was yesterday, 15th January 2020. These applications will be taken into consideration by the Government, which will distribute trial regions to the licensed telecom service providers. The reporting agency had also tried reaching Huawei for a statement but the company has yet to respond.</p>
<p>Currently, Huawei is facing scrutiny in various western regions like the US and other European countries. It has faced multiple allegations from foreign Governments regarding a possible link to China and the security of the data it handles through its telecommunications equipment and smartphones. The US is at the forefront of such accusations and believes the company has the capabilities of spying on other countries for the Chinese Government.</p>

<p>Huawei has frequently denied such claims but it still faces obstacles even in Australia, Japan, Canada, and New Zealand. On the other hand, nations like, Russia, Indonesia, Malaysia, South Korea, Turkey, and Saudi Arabia are accepting of Huawei. 5G is the next major step in networking advancements and is also being seen as a hallmark of a developed nation. Thus, countries like China and South Korea which are leading in this regard are seeing an increase in 5G smartphones in their home markets.</p>
<p>In India, the Department of Telecommunications (DoT) has already approved the prices for the spectrum auction, which is scheduled to be held by April 2020. Out of the 8,300MHz of airwaves, 6,050MHz has been allocated to 5G network with a cost of INR 492 crore (roughly $69 million) per megahertz. The Government is also pushing for telecom firms to conduct experimental spectrum trials by providing incentives and lesses fees per trial.</p>

In comparison, India is behind on the adoption curve of the newer and faster bandwidth. <p>However, it wasn&#8217;t easy for the company to enter the Indian 5G market. When the government initially sent out invites to global 5G majors, Chinese firms, including Huawei and ZTE were not invited. It took a protest by Huawei for the government to relent. While Huawei has been invited, ZTE still has not received an invitation.</p>

<p>The telecom secretary has asked Huawei to participate in the trials and has even complimented the company for developing the telecom sector in India. Others companies invited for 5G trials include <a href="https://www.gizmochina.com/tag/nokia/">Nokia</a>, Ericsson, Cisco, NEC, and <a href="https://www.gizmochina.com/tag/samsung/">Samsung</a>.</p>
<p>In a statement regarding this development, Huawei said:</p>
<blockquote><p>As a leading global supplier of telecoms equipment, we remain committed to developing trusted and secure solutions for our customers. We continue to receive full support from the Government and industry partners alike. Having a proven track record of doing business in the country, we continue to work closely with the Government of India and other industry stakeholders.</p></blockquote>
<p>While India has not articulated its security concerns yet, but sources say that there&#8217;s an unwritten rule against Chinese investments in sectors which could soon be labeled as &#8216;critical infrastructure&#8217;. The government has set up a high-level <a href="https://www.gizmochina.com/tag/5g/">5G</a> forum, which includes secretaries from telecom, science &amp; technology, electronics &amp; IT besides few experts.</p>
<p>The development comes at a time when the United States has asked its treaty allies and other close partners to refrain from using Huawei in their systems. The &#8216;Five Eyes&#8217; &#8211; US, UK, Canada, Australia, and New Zealand &#8211; joined in to restrict Huawei&#8217;s presence in their 5G systems. While Germany and other European powers have issued their own restrictions on Chinese technology investments, Japan, which is a close ally to the US, is likely to follow suit.</p>
